Association Local #3481 web site. Local #3481 consists of
24 Fire Fighter/Paramedics. We proudly serve
the Village of Barrington and Barrington Countryside Fire
Protection District. We are members of the International
Association of Fire Fighters (IAFF) and the Associated Fire
Fighters of Illinois (AFFI). We appreciate you visiting
our site. There are many issues currently underway with

Firefighters Local 3481 requests assistance:

Dear Local President,
Barrington
Firefighters Local 3481 requests the assistance of our Brethren
in the formation of a “Silver Spanner Squad” of
Professional qualified Firefighters. We need to temporarily
fill some vacancies on our roster. We need help now to prevent
the Village from trying to fill these vacancies with non sworn
contract personnel.
Currently the
Barrington Fire Department has five open full time vacancies.
Our last eligibility list has been depleted in efforts to hire.
These openings have come from two on the job injuries to Union
members who will not be returning to duty and from personnel
leaving our department.
The Village and
the Union have made a Joint Union/Fire Administration agreement
to fill the vacancies permanently by appointment from a new
lists and/or Lateral Hires from other profession Chicago
Metropolitan Departments.
In the interim
to prevent the Village from looking into “Alternative Staffing
Options” Barrington Firefighters Local 3481, with the advice of
Counsel J. Dale Berry, have negotiated a “Silver Spanner”
plan to provide Certificated (Sworn) personnel to fill temporary
vacancies for a period not to exceed 180 days. By providing the
Department with Professional Firefighters we aim at keeping
contract personnel who cannot meet the hiring standards set by
Civil Service laws out of our Professional Department.
IAFF Locals
44/2369 in Joliet and Aurora Local 99 employed a variation of “Silver
Spanner Squad” in the 70's to win their strikes and keep
scabs from being hired.
More recently
River Forest Local 2391 and Bensenville Local 2968 used the “Silver
Spanner Squad” to prevent the hiring of contract personnel.
It is our
conviction that the public deserves to only be served by those
professionals that have dedicated themselves to the high level
of service that Professional Union Firefighters have set as
their standard. In efforts to prevent anything less than that
from being brought into our department, we are asking for your
assistance.
The Union is
forming a hiring list of willing Union Brothers and Sisters to
assist Local 3481 in providing the high level of service the
public deserves.
We ask that
those persons be a minimum of a Firefighter II, Fire Apparatus
Engineer, and Paramedic, be able to pass a minimum standards
physical fitness test and drug test.
Those
certificated firefighters that pass will then be eligible to
work in those vacant slots as stated by the agreement between
the Union and Fire Administration. Pay will be $19.00 an hour
with paid workers compensation insurance.
This action has
been taken with the full knowledge, cooperation and approval of
our District Vice President Steve Horne and has been sanctioned
by the President of the AFFI so that no Union member may be held
in violation of Union bylaws.
This is a
serious challenge and we ask for your assistance, your time, and
your service in maintaining our professional standards. We thank
